Web 2.0 tools and students under age 13

We are working to incorporate Web 2.0 tools into our Lower School.  The sites require students to create accounts via email for registration and the email creation process specifically states students under the age of 13 cannot create accounts without parent permission.

How have you dealt with parental pushback when parents do not approve of the email creation for their children??

I have tried to focus on those Web 2.0 tools that don't require a sign-up, like Tagxedo, Voki. But that is limiting. I'm eager to see if you get any suggestions.
