iPad/Financial Aid Question

We are piloting an iPad program in our middle school and I'm trying to figure out a way to cover the cost of eBooks (Kindle and Nook) for students on financial aid. Currently our bookstore buys our books and we bill students and the business office takes care of the financial aid students. I can't figure out a way to purchase Kindle or Nook books for students and then distribute them.
